The North Dakota EMD Program will end December 31, 2029.
All agencies using this program will need to have an alternative EMD program implemented by that date. There will be no exceptions.
To request an EMD class , click the "Request an EMD Class" link below and fill out the form. ND APCO will then forward your request to certified instructors who will then contact you to finalize scheduling.
NOTE: You MUST send this request AT LEAST THREE (3) WEEKS PRIOR to the date(s) you wish to host the class. This allows for ample time to find an instructor and announce the class to other agencies.
To become a ND APCO EMD instructor, you MUST have the following:
Two (2) years of being EMD Certified.
Observe one (1) class of an EMD class being taught. This must be signed off by the instructor.
Method of Instruction (MOI) Class
LETA MOI Class, Current CPR Instructor, or current BLS/ALS Instructor qualifies.
Other MOI type classes or certifications may qualify - EMD Committee will make final determination.

Current CPR Certification
Once certified by ND APCO, you will receive access to course materials and the process of hosting a class will be reviewed.
To maintain your EMD Instructor Certification, you MUST teach at least one (1) Full EMD class every two (2) years. Failure to comply will result in revocation of EMD Instructor Certification.
Once the class has been completed and passed, you will receive an EMD Course Completion Certificate from the instructor.
Your instructor will then submit your registration form, current CPR Certification, and class roster to the ND APCO EMD Committee Chair.
The ND APCO EMD Committee Chair will verify all the submitted information and issue a ND APCO EMD Certification Number to each student via email provided.
NOTE: You will NOT be issued your EMD Certification without proof of current CPR.
Yes, however, you will need to send in your CPR Certification when obtained to the ND APCO EMD Committee Chair, then your EMD Certification will be sent.
ND APCO EMD Certification will expire on June 30th every two (2) years from the date of last certification. For example, your current certification expired June 30, 2024. You attended a refresher EMD class in May, 2024. Your new expiration date is now June 30, 2026.
There is a six (6) month grace period from your expiration date on your EMD Certification. If you do not renew within six (6) months of the expiration, you will need to retake the full ND APCO EMD Class.
